Call for Papers

URDI (Urban and Regional Development Institute) is an independent institution based in Jakarta- Indonesia, that aims at contributing to the realization of more sustainable urban and regional development with its social, economy, and environment dimensions through modes of research, communication, and local capacity building. The URDI International Seminar on Post-disaster Reconstruction: Assistance to local governments and communities is a forum for the presentation and discussion on Pos-disaster Reconstruction in Indonesia. Interested participants are invited to submit papers on the listed topics.

Background

Indonesia has been extremely vulnerable to natural hazards, and will always be. It is located on the ring of fire, and as such prone to earthquakes and volcanic eruptions as well as to tsunamis caused by seismic activity. The tropical climate with heavy rain showers during the wet season can cause flooding and landslides. These natural hazards combined with high population densities, poverty, often poorly constructed buildings and deficient urban planning, inadequate warning systems and poor institutional disaster preparedness contribute to natural hazards to turn into disasters.

This situation leads three questions:
•    How can disasters be prevented in this hazard prone country?
•    How can recovery be enhanced when a disaster strikes?
•    What kind of assistance should be given to local governments and communities in post-disaster reconstruction?

A multitude of forums, seminars and conferences on post-disaster management have been organised in Indonesia. Most of these forums, seminars and conferences discussed topics in relation to pre- and post-disaster mitigation. How can future disasters be prevented and how can reconstruction now contribute to future prevention of disasters? Issues dealt with are among others development of early warning systems, improving urban planning, and improving building techniques.

Discussion on disaster mitigation is extremely important, yet, another very important subject, the recovery process and more
specific the longer term recovery process, is rarely addressed.
Physical reconstruction is one aspect of recovery, socio-economic recovery is another. Local governments and communities need assistance to realize the urgency of these issues. From experiences in the past as in Aceh after the tsunami, in Yogyakarta after the earthquake and others, many lessons can be learned.

Past and current recovery processes show several deficiencies in:
1. Long-term planning for recovery and integrated rehabilitation and reconstruction
2. Management & coordination of recovery activities (role of various actors as national/local governments, international donors and communities)
3. Effectively implementing mitigation measures as building guidelines, etc.
4. Attention paid to long-term socio-economic recovery

The experiences in Aceh (tsunami), Pangandaran (tsunami), Yogyakarta (earth quake), Jakarta (floods) and Sidoarjo (mud flow) as well as other experiences in Indonesia region, show the need to address the long-term recovery process, and as such to drive URDI to organise a seminar on assistance to local governments and communities in dealing with post-disaster long-term recovery. With this seminar URDI aims to define key problems and bottlenecks encountered in current recovery processes and distill lessons learned from past experiences in Aceh (tsunami), Pangandaran (tsunami), Yogyakarta (earth quake), Jakarta (floods), Sidoarjo (mud flow) and other experiences in Indonesia region. Another aim of the seminar is to define and to propose directions which may contribute to the effectiveness of future disaster recovery processes. Those aims will lead to kind of assistances that local governments and communities need in post-disaster recovery.

Objective

•    Instigate discussion on recent post-disaster recovery from the perspective of long-term sustainable recovery and identify encountered problems and bottlenecks as well as distill lessons learned
•    Define direction to improve the effectiveness of future disaster recovery processes

Topics of papers

The papers should address one of the four themes of the seminar:
1. Long-term planning for post-disaster recovery and integrated
rehabilitation and reconstruction
2. Management and coordination of recovery activities(role of
various actors as national/local governments, international donors
and communities)
3. Effectively implementing mitigation measures as building
guidelines, etc.
4. Socio-economic recovery

Submissions types and formats
Abstracts of 300 words maximum are invited to address the theme of the seminar. The title of the abstract, name of author(s), institution and contact details should be written at the top of the paper, before the text. The abstract will be evaluated by a panel of reviewers and the authors will be notified of the results.
Should an Abstract be selected for presentation in the seminar, the author will be invited to send a full version of the paper.
Guidelines will be provided on the format, fonts, maximum number of pages. Only English edited papers will be accepted.
