Heavy rain on Saturday caused chaos across Northern Ireland. Many roads had to be closed and some homes evacuated.
The Stormont committee will question officials from the Rivers Agency, Roads Service and Northern Ireland Water.
Meanwhile, in Belfast, the flooded Broadway underpass's citybound and countrybound carriageways have both been re-opened.
It had completely filled with water after a nearby river burst its banks.
The Regional Development Committee's chair, Fred Cobain, said plans must be made to reduce disruption in the future.
"When we look back at the weekend we should not forget that in addition to significant damage to private property, key parts of our roads infrastructure - the new Broadway underpass and roads around the International airport - were closed.
"This is not just a matter of inconvenience. It also has economic consequences," he said.
"If, as seems to be the case, outbursts of torrential rain are to become a characteristic of Northern Ireland's climate, government departments and agencies should have plans in place to minimise both the chances of flooding and the disruption which follows floods."
The executive is making £1,000 available to every flooded home.
People whose homes have been damaged can contact an emergency helpline on 0800 707 6965.
