Cabinet Spokesman Minister Nimal Siripala de Silva told the media that all State institutions set up after 1983 for reconstruction and development will be brought under the new Authority.
"Today there is a large number of State entities such as TAFREN, REPIA, THRU and RRAN mandated to carry out reconstruction and development activities.
Lack of coordination between these entities has caused problems in implementing programmes.
The new Authority will address this problem by amalgamating different institutions," he said.
The reconstruction and development of tsunami-affected areas will also be brought under the purview of the new Authority.
"The Government has informed the Legal Draughtsman to formulate the legal framework required for setting up the Authority. The relevant Bill will be presented in Parliament in January 2006," he added. The Government has also decided to launch a three-month accelerated development drive from January next year.
Cabinet spokesman Minister Anura Priyadarshana Yapa said all Government Ministries should submit their development programmes before December 15.
